Re: Registration of the Pesticide Product ProStar 50WP Fungicide (EPA Reg. No. 45639-153) containing the New Active Ingredient flutolanil

    The New York State Department of Environmental Conservation has approved your application to register the pesticide product ProStar 50WP (EPA Reg. No. 45639-156), in New York State, for use on turf.

    ProStar 50 WP is 50% by weight flutolanil and has a maximum application rate of 8.2 lb AI/acre per season. Flutolanil is persistent. In water, it is stable to hydrolysis and photolysis, with its primary route of degradation aerobic metabolism and with a half-life greater than 30 days. Sediment adsorption is the primary fate of flutolanil in water. It adsorbs with moderate strength to sediments and soils with organic content. It can be mobile in sandy soils. While flutolanil may appear to have the potential to leach to groundwater when applied to bare ground in vulnerable aquifers, such as those in Nassau and Suffolk Counties, when applied to turf, significant adsorption on to organic particles and uptake into root systems will occur.

    The USEPA identified potential adverse impacts to marine/estuariee organisms. For use rates greater than 3 oz. per 1,000 ft2, the federal label states that ProStar 50WP is not to be applied within 100 feet of any estuary or marine habitat, or within 100 feet of any ditches, drainage tiles, or other waterways that drain directly into (within one-half mile) estuaries or marine habitats.

    The Department anticipates, in the near future, to develop a turf management plan. To this end, flutolanil, as well as all turf use products, will be included in this plan. Therefore, as a condition of this registration, AgrEvo USA Company will be expected to actively participate in development of the turf management plan.
