Re: Application to Register a Major Change in Label for the Active Ingredient - Ethephon
    contained in the Pesticide Product - Chipco Brand Proxy (EPA Reg. No. 264-267)

The Department received your application on June 21, 2000 to register the above
referenced pesticide product in New York State. However, on May 20, 1999 the Department
sent Linda Burgess, at the then Rhone-Poulenc Company, a letter (copy enclosed) in which
we denied registration of a major change in label for ethephon, contained in Chipco
brand Proxy, for use on turf. In our May 20, 1999 letter, the Department requested that
Rhone-Poulenc Company provide physicochemical data regarding the degradate, 2-hydroxy ethyl
phosphonic acid, with any future application, as well as justification for a maximum
application rate for this product. This information was not submitted with your application.
Therefore, this application is incomplete for purposes of review.

The documents necessary to support your application to register this pesticide product
are specified in II.B. of the New York State Department of Environmental Conservation
Pesticide Product Registration Procedures in New York State and Appendix I.B., August
1996, manual. A copy of this and other documents are available at the Department's
website at:

Aventis Crop Science must submit the required information within forty-five (45)
calendar days of receipt of this letter. Failure to submit the requested information
will result in the termination of the review process and denial of your application.

Please be aware that any unregistered product may not be sold, offered for sale,
distributed, or used in New York State.
