Dear Mr. O'Connor:

     Enclosed is the New York State stamped-accepted labeling for Reflex 
2LC Herbicide (EPA Reg. No. 10182-83) for use during the crisis 
exemption pursuant to Section 18 of FIFRA, as amended. If a Section 18 
emergency exemption is granted by the USEPA prior to the July 26, 1993 
expiration date for the crisis exemption, the conditions of the 
emergency exemption will supersede this label.

     Distribution of this label to the users of Reflex 2LC under the 
crisis exemption is encouraged, but is not mandatory. It is also 
acceptable for users to have the enclosed approval letter containing the 
use directions in their possession.
