In our continuing effort to make the Pesticide Sales and Use data as
accurate and useful as possible, Cornell and the DEC have re-analyzed the
data submitted for calendar years 1998 and 1999. The computer application
programs were modified to identify additional EPA Product Registration numbers
that were previously classified as "invalid". In addition, changes were made to
the way that dates of applications and sales were captured in 1998, to make them
consistent with the protocols by which dates were captured for subsequent years.
Also, sales were reported as restricted use pesticides in 1998 and 1999, that in fact were subsequently identified as general use pesticide sales.
As a result of these changes, the data tables for 1998 and 1999 have been amended to
reflect the newly identified data. The following is a summary of the resulting changes
to the data, which are also reflected in more detail on the accompanying chart. For even
greater detail, see the revised data base tables.
The following changes occurred to the 1998 data :
Products were identified for:
- 71,462.36 gallons of previously unidentified pesticide sales and/or applications
- 103,015.89 pounds of previously unidentified pesticide sales and/or applications
- 104 previously unidentified pesticide products were identified
The total amount of "invalid" pounds as reported by commercial pesticide applicators in 1998
has increased, despite having identified an additional 103,015.89 pounds of previously
unidentified pesticide products. This is due to a change in the way that dates of application
have been captured. For report year 1998, if a range of application dates was reported in
which either the start date or the end date was not in 1998, the data were not included in the data
summaries for that year. (For example, if an applicator reported applications made between
May 7, 1997, and June 30, 1998, these data were not included in the pesticide application
data summaries).
As a result of an informal poll of applicators and businesses that submitted these data with the
wrong year, it was determined that most of the applications were actually made during 1998 and a
different year had inadvertently been recorded by the person filling out the form. Beginning
in 1999, data fitting these profiles were included in the application and/or sales data
summaries for the year they were submitted. The change has now been made retroactively
to the 1998 data tables, to bring them into conformance with the subsequent years.
This change has resulted in an increase in the total amount of "invalid" pounds reported
by commercial applicators from 2,992,876.9 pounds to 3,397,725.1 pounds, an increase of
404,848.2 pounds.
Also due to the above referenced changes, the Grand Total quantities reported as applied for
the year 1998 by commercial pesticide applicators has increased. The volume of reported
pesticides applied has risen from 3,608,305.22 gallons to 3,779,542.49 gallons, an increase
of 171,237.27 gallons and the weight of reported pesticides applied has risen from
23,551,785.7 pounds to 25,422,978.4 pounds, an increase of 1,871,192.77 pounds.
In addition, 75 products that were originally reported as restricted use pesticide sales to permit holders for resale in 1998, were determined to be general use sales that were erroneously reported as restricted use. This accounts for a change of 17,484.40 gallons and 883,283.86 pounds. The new totals for the amount of restricted use pesticide sales to permit holders for resale in 1998 are 378,353.81 gallons and 5,200,154.02 pounds.
Also in 1998, 184 products that were originally reported as restricted use pesticide sales for end use, were determined to be general use sales that were erroneously reported as restricted use. This accounts for a change of 18,598.48 gallons and 59,346.17 pounds. The new totals for the amount of restricted use pesticide sales for end use in 1998 are 154,667.13 gallons and 904,443.54 pounds.
The following changes occurred to the 1999 data :
Products were identified for:
- 281,056.27 gallons of previously unidentified pesticide sales and/or applications
- 582,924.26 pounds of previously unidentified pesticide sales and/or applications
- 42 previously unidentified pesticide products were identified
As a result of the capture of previously unidentifiable data, Surchlor, a sodium hypochlorite
ready-to-use disinfectant solution, is now the largest volume product reported as applied by
commercial applicators in 1999 on the "Relative Use (Gallons) of the Reported Top Ten Pesticide
Products Applied by Certified Commercial Applicators during 1999" report. 178,358.00 gallons of
Surchlor were reported as applied in 1999 by commercial pesticide applicators.
In addition, 130 products that were originally reported as restricted use pesticide sales to permit holders for resale in 1999, were determined to be general use sales that were erroneously reported as restricted use. This accounts for a change of 233,285.50 gallons and 154,385.87 pounds. The new totals for the amount of restricted use pesticide sales to permit holders for resale in 1999 are 367,792.86 gallons and 3,622,063.12 pounds.
Also in 1999, 243 products that were originally reported as restricted use pesticide sales for end use, were determined to be general use sales that were erroneously reported as restricted use. This accounts for a change of 30,620.83 gallons and 478,558.78 pounds. The new totals for the amount of restricted use pesticide sales for end use in 1999 are 82,101.36 gallons and 816,524.54 pounds.

1998 Pesticide Annual Report Submitted to the NYS Legislature
The
NYS Pesticide Product Ingredient and Manufacturer System (PIMS)
database is designed to aid the user in searching for pesticide product information
as supplied to the Pesticide Management Education Program (PMEP) by the New York
State Pesticide Registration Section within the Department of Environmental Conservation.
Using the EPA Registration Number you may search PIMS for more detailed product information.
For your convenience we are providing the above reports in plain text format for
download. The plain text format is suitable for importing into spreadsheets or databases.
These files are compressed, using Stuffit compression for Macintosh and zip compression for
DOS/Windows users. You will need a decompression utility such as "Stuffit Expander" or
"WinZip" to unpack these files. The readme file in each archive contains
record layout (column header) information for the eight report files and one dictionary file.
